National Security Educator and Public Speaker Ray Semko created the Defensive Information to Counter Espionage (D*I*C*E) security awareness briefings in 1989 while a counterintelligence special agent at DIA.

This short excerpt, from what we were able to salvage from a damaged VHS tape, shows the beginning of his what-was-to-become-famous briefing in 1990 given by what Semko would soon become known as: The D*I*C*E Man.
